Great game but one PROBLEM

I have my grandson on my family iTunes account so that I can purchase the apps for him. I just recently found out that "in-app purchases" are not part of this so when I downloaded a puzzle pack that I previously purchased to his iPad I was charged for it a second time. This is a huge disappointment! I have purchased many packages and feel that it is unfair that I have to pay for them a second time!!
